Peru: Statement by the SUTE Callao Region

Receive the combative greetings of the class-struggle grassroots of SUTE-Callao. At this juncture, it is imperative to speak out:

International Situation

Imperialism or monopoly capitalism in its third and final phase is leading to a new struggle for the distribution of markets and sources of raw materials in the world. The United States is currently competing economically with China; and in alliance with the European Union, it is competing with Russia for the strategic value of Ukraine. Likewise, it supports Israel in its genocidal policy against the Palestinian people. Today, more than ever, imperialism is visible: the North American superpower authorizes the use of weapons, finances and dictates orders to Ukraine and Israel, and, believing itself to be master of the world, imposes tariff increases, sanctions, blockades, etc. On its political chessboard, Peru is the pawn that supplies the raw materials (primary exporting country) it needs, and in alliance with the Peruvian Big Bourgeoisie, it exercises dominance over the Peruvian State.

National Situation

The Big Bourgeoisie State in Peru is a rotten organism. It does not serve the interests of our people. It generates and attracts political criminals. They expel a genocidal criminal (more than 86 murdered) criminal (the Rolex of corruption) to place another professional criminal, accused of illicit enrichment and bribery and with a case of rape being filed against him (National Prosecutor: Tomas Galvez “White Collar”), he is the president who represents the degeneration not only of the government or the Congress but of the social class that runs the State in Peru: The Big Bourgeoisie, sold in body and soul to imperialism, mainly North American imperialism. Its factions: the big comprador bourgeoisie (private monopoly capital) and the big bureaucratic bourgeoisie (State monopoly capital) have been competing for the leadership of the State and both sell themselves as “right” and “left” when they are representatives of a same class. Their sinister plans include the major repression of people’s struggles, persecution of social leaders and intimidation of the people’s masses, showing themselves to be blatantly fascist. In this context we see automatic dismissal law that hangs over the teachers.

Boluarte has been expelled due to the necessity of this social class, seeing the conditions for continuing to exploit and oppress the people in danger. The people’s rejection of the terrorist and presidential candidate Butters and other authorities in the provinces, as well as the increase in crime, show that the State only acts when it comes to protecting its interests and not those of the population. Above all, the elevation of political consciousness has led to Boluarte being expelled, seeking to drain political struggles in the face of the danger of not being able to replace their authorities in the next elections. Jeri represents political putrefaction and the change that changes nothing.

Workers’ struggle in education

The teachers, workers in education, we have a commitment to the new generations of the Peruvian people, to contribute to the struggle to end poverty and exploitation and to live with development and dignity. Education can serve to maintain exploitation as it can serve to end it, depending on the class that uses it. The Peruvian State has been implementing educational policy in the service of imperialism. It is urgent to evaluate the curriculum by competencies that supposedly make us “better teachers,” but we see that Peruvian society struggles with poverty and crime, with young people lacking opportunities for study or work, so a national economic development plan is required. Our children and youth don’t have a good example from political leaders; on the contrary, they have the bad example of presidents in prison. We teachers are the social leaders and as such we have to be an example of struggle for a new society.

In this context we have the conditions for greater struggles. The people have increased their political consciousness and their interest for the social transformation, which is not achieved through the elections which respond to the interest of the ruling classes and imperialism. The material conditions of the permanent and sharpening of the social, political, economic and cultural crisis of the country have developed, and in this context the working classes face the constant loss of the purchasing power of our salaries (the devaluation of the salary), as a consequence of the permanent rise in the cost of living since inflation has continued to run high for the last two decades, fluctuating between 8,81 per cent to 2,8 per cent. This impoverishes our families, causing malnutrition, illness and mass mortality.

It is necessary to be clear about the opportunists within the teaching profession: the CEN of the Sutep, who have negotiated a ridiculously low salary for 2026, with no salary increases and no budget for the 20% payment, and the Fenate [Translator’s note: National Federation of Workers in Education of Peru, teachers union founded by Pedro Castillo] that uses the teaching profession as a springboard for education. Today, it is fair to fight for decent pensions and an education that serves the Peruvian people. Let’s organize the Sutep grassroots and mobilize together with our people.
