Heavy El Niño rains in 16 regions of Chile have so far caused 13 deaths, and massive destruction to roads and homes, leaving more than 100,000 people cut off. 1,100 homes have been destroyed or severely damaged, and some 274,000 people remain without electricity. In two provinces, Coquimbo and Huasco, a state of catastrophe has been declared, this gives the State the power to deploy the military and to restrict the freedom of movement of the people.
