CPI (Maoist) Continues in the Path of Protracted People’s War

We hereby share an unofficial translation of a statement issued by the Central Committee of the Communist Party of India (Maoist) [CPI (Maoist)] found in Avani News.

Politically degenerated traitors Sonu and Satish have no right to find fault with our Party’s line

Member of the Central Committee and Political Bureau of our Party, the CPI (Maoist), Sonu and member of Dandakaranya Special Zonal Committee Satish took an opportunist, disruptive attitude, deceived few cadres and surrendered to the Maharashtra and Chhattisgarh governments. Both of these politically degenerated. They came to an agreement with the two state governments and surrendered in a planned way. The Chief Minister of Maharashtra stated to the press that Sonu consulted them for surrender 3 months ago. Satish consulted the Deputy Chief Minister of Chhattisgarh through journalists. As per these consultations, the police officer of Gadchiroli district openly announced they would halt operations in the area for a while. The district police officer of Narayanpur district issued orders to the extent. The government armed forces in Gadchiroli of Maharashtra and Bijapur and Narayanpur of Chhattisgarh provided protection to them. Large number of armed personnel were deployed along River Indravathi on the border of the two states and the nearby areas from 13th to 16th October to facilitate their surrender. Both these ended their political life with a class harmonious attitude and collaboration with the State.

Sonu and Satish who surrendered to the Indian State are finding fault with the Party’s line only to cover up their political degeneration. They say that owing to the changes in the conditions of time and the country, the strategy of Protracted People’s War became outdated, so they are temporarily withdrawing armed struggle and that they would openly take part in people’s struggles. They also say that the General Secretary of our Party martyr Comrade Namballa Keshavarao stated that the Party must shed arms and go for peace talks. This is absolutely wrong. Sonu and Satish are distorting the facts.

In fact, Comrade Namballa Keshavarao wrote to Satish explaining his shortcomings in understanding the process of peace talks. He wrote that the Party should never think of leaving arms and that, even if so, it is only for the CC to think about it. He reminded the history of world revolutionary movement that whenever there was severe repression, the revolutionary parties faced several losses and the people underwent enormous difficulties and misery. He also wrote that in Chile, the Party withdrew armed struggle and came into the open and gradually became inactive. He explained that in order to avoid losses in Operation Kagaar, the entire Party must determinedly implement the tactics formulated by the CC and the PB in 2024 February and August and that it has to take up tactics corresponding to the changing conditions in the respective areas. Therefore, we clearly state that Comrade Namballa Keshavarao never opined that the Party must leave arms and go for peace talks.

The CC of our Party discussed the changes in the conditions of time and the country and released a document, ‘Changes in the Relations of Production in India-Our Political Program’ in 2021. The document explained that although feudalism weakened to an extent in the country, it remains to be the main contradiction. It further stated that when compared to the earlier, there are few changes in capitalist relations, however, majority of the people live on agriculture, land is the fundamental problem and so we need to continue in the path of Protracted People’s War. The document detailed the changes due to imperialist globalization in the past decades and formulated certain changes in tactics. It guided that the tactics must be implemented in the concrete conditions of the respective areas. It clarified the questions regarding the document. Neither Sonu nor Satish expressed difference with the document. Now they speak on contrary to the document. In fact, it would have been helpful to the Party if they would have made a study into the conditions of the country and gave appropriate suggestions. It would have been a healthy process if they had made an internal debate on the er. But they took chance of their responsible positions and the weakness in political study among the cadres and diverted them. They acted irresponsibly and violated their tasks. Few members of the SZC accepted their wrong concepts and surrendered along with them. This shows their lack of study.

The exploitive ruling classes unleash repressive campaigns against the revolutionary movement in our country or any country in the world only because it is advancing. In the process the revolutionary movement undergoes ebb and flows, up and downs and twist and turns. Cadres fall in escapism. Weak elements among the people become a source for the State. There are severe losses. However, a revolutionary Party does not transform its strategy owing to these. Strategy depends only on the conditions of time and the country. Sonu and Satish must explain their talk about changing conditions. Superficial talk is no political discussion. Fear for life is the sole reason for their wrong understanding and betrayal.

Party never mystified nor mystifies its shortcomings and mistakes. The CC synthesized and analyzed the mistakes in guiding the revolutionary movement in the country as the vanguard of the Indian proletariat, through the three magical weapons, the Party, the People’s Army and the United Front, in the past 14 years after the Unity Congress-Ninth Congress and stated in the Political and Organizational Review (POR) in 2020. It stated the same in various circulars. A member of the Party at any rank has the right to discuss about changes and additions to it. It is the task of responsible members to make such a discussion, as per the Party Constitution. Sonu and Satish might have discussed to an extent. But they did not express any difference of opinion. Now Sonu says that ‘the CC made only mistakes’ and asks the people for excuse. Satish says that ‘the Party can do nothing, all of us will die, or the State will make us surrender’. Both of them went to an extreme. This is against the rule of dialectics explained in Marxist philosophy that they believed until date. Genuine communists understand with a dialectical materialist view. Thus, they understand the positive and negative of any aspect. They assess the future unfavorable aspects in favorable conditions and the favorable aspects in unfavorable conditions. Without such an understanding one would go to an end. This is what Sonu and Satish have done.

Sonu and Satish took a wrong path since they did not update and develop themselves as per the conditions. They lacked sincerity in receiving the criticisms from the upper committee, their own and the lower committees regarding their long drawn theoretical, political, organizational and behavioral mistakes. They thus reached the present state. Moreover, they are alleging the Central Committee. As a member of the CC, Sonu should have discussed his opinions in the committee. The opinions he wrote in the name of appeal to people were unanimously rejected by the CC in its earlier meetings. The fact that he continues with his own opinion shows his political degeneration and opportunism. Being in the rank of SZC, if Satish implemented the theoretical, political understanding and tactics adopted by the CC, it would have been very useful for the movement. But he continued with his own assessment. Both of these over assessed enemy repression. They failed to understand the protracted revolutionary process. They mystified their mistakes in understanding and practice and diverted the cadres. Since Operation Kagaar was launched, the Party lost 8 members of the CC, 16 members of the State Committee rank and scores of members of DvC, AC, Party and PLGA and revolutionary people. Few cadres were worried that the Party is not able to avoid losses. They understood the withdrawal of armed struggle that Sonu and Satish brought forth and taking up open activities are the only way out of these losses. This did not understand that this is against the fundamental path taken by the Party. They believed the two of the upper rank. They lacked proper understanding. We appeal to them to rethink what they learned from their protracted political practice and the hopes the people have on us.

Brahmanic Hindutva Fascist State of the country is committing countless cruelties and atrocities on the oppressed classes and communities. There is severe protest and retaliation from the people. There are spontaneous struggles. The CC realized that the Party is lagging behind in consolidating these struggles and made appropriate decisions. There were severe problems in implementing these decisions, there were shortcomings. However, it is not impossible to overcome these. Nature faces storms, famines and epidemics. Similarly revolution faces repression, escapism and losses. One that understands this historical materialist dialectical rule never feel disappointed of revolution. One that lacks political understanding and is theoretically confused lose determination to fight for the liberation of people and the objective of revolution until the end. They step into revolution with the dedication to give away their lives but cannot continue till the end, betray revolution and deceivingly speak against the revolutionary theory, political path and the Party. They will be boycotted by the Party, they will be distanced from the people and become useless. They might even turn anti- people. Those who take the wrong path out of innocence, if they can think in the proper manner, they can gradually take the side of revolution. Revolutionary cadres and people who are aware of class politics never fall into the absurdity of these opportunists.

We hope that the oppressed people, oppressed communities, democrats, progressive minded persons, journalists and the entire people of the country understand these things and continue their bit of responsibility in the revolutionary movement. We reiterate that the CPI (Maoist) shall continue in the path of accomplishing New Democratic Revolution through Agrarian Revolution, seize people’s State power, towards the direction of egalitarian society and then towards achieving Communism.
