Statement from AIL (France) on Operation Kagaar

We hereby share a statement from Anti-imperialist League (France), we have made some corrections.


UNLIMITED SUPPORT TO THE PEOPLE’S WAR IN INDIA!
Down with the operation Kagaar and the Indian reactionary state!

Dear friends, dear comrades, Since January 2024, the Indian state has launched a large military operation in central India, named “Kagaar operation”. This operation who relies on the deployment of 60.000 paramilitaries, air power, drones and armored vehicles, aims to be a true offensive strategy of Narendra Modi’s regime against the Indian revolutionary movement and its head, the Communist Party of India (Maoist), for the purpose to eliminate the latter and to evict by force the native Adivasi population from their land, in order to allow the implementation of even more mining companies in the region. This military operation isn’t the first one, many more have preceded it,targeting entire villages from the same area, and with the same methods. And yet, beyond our will to expose, now, as before, theses crimes of the reactionary Indian state in its vain attempt to crush the revolutionary movement, let us analyze here what these establishment and revolutionary counter-establishments experience can teach us for our own struggles and our solidary support that we must bring to the popular Indian masses and to its revolutionary fighters.

1. Before anything, we should be aware that by these operations, the State provokes and legitimates mass massacres, wielding the “Maoist terrorism” scarecrow, based on an anti terrorist law : the draconian UAPA (Unlawful Activities Prevention Act) law of 1967.

2. In the name of this law, the CPI (Maoist) members have been interrogated, tortured in secret places and assassinated during summary execution in isolated forest zones, after being arrested. We should also note that under the guise of this special law, these operations actually helps to largely target and muzzle every dissenting voices and every political opponents, who are arbitrarily arrested and thrown in jail without any trial,sometimes for years.

3. Clearly, this repression who was first aimed against the revolutionaries, is actually a total repression against any form of opposition, wether they come from intellectuals, progressives or even parliamentary parties, which was the case against the Congress party, accused of collusion with the Naxalites. The repression aims, in fact, to implement a social climate dominated by a white terror relying on practices (torture, rape, kidnapping, disappearance) bonded by the highest level of the state, in order to silence any relays of the resistance and of the revolutionary from communist Party.

4. Let’s also remind that these operations rely not only on an omnipresent security control system, uniting every armed branch of the reactionary state – from the police to the secret services, through the army, the specialized forces and even up to paramilitary militia – but also relying on disinformation campaigns – a true psychological warfare – to cut the revolutionaries from the masses, playing off the masses against each other,hide the loss of the repressive forces from the State all while exaggerating their so-called “successes”, and to bring intense media cover to the renegades and so called “massive surrendering” pictures.

5. These actions, far from limiting themselves to the sole internal contradictions of India; far from being a single chain link, in this class war, of the only fascist plan of a regime looking to enforce its domination and supremacist ideology of its caste, the Brahman cast, historical pawn of the British colonizer -, are in fact the armed realization of larger issues from imperialism in the region, the one lately stressed by the Indian comrades themselves. They declared “the counter-insurrection programs in India are directly piloted by the imperialist forces, specifically the American imperialists. During the creation of the National Counter Terrorism Center (NCTC) and the current Kagaar operation, the role of the American imperialists is primordial.” Yet it is indeed in this direction that we must understand the “operation Kagaar”, as a strict application of a sinister strategy of the so called “low intensity conflict” (LIC), developed by the American imperialism. This dirty war, who serves the interests of the Indian reaction and the ones of the Yankee imperialism, serves naturally other imperialists, like the french one whom continuously strengthened its strategical partnership in a rigid bilateral relationship within Indo-pacific, where France remains the single country from EU to still possess colonies, from La Réunion to Mayotte, passing by the austral lands to Antarctica.

6. However, comrades, such operations who repeat and keep on going for all these years, is but a clear confession of the danger of the people’s war in India and the incapacity of the imperialists and the reactionaries to end it. The ferocious and bloody campaigns of the enemy are always to be understood as the expression of its fear of the strength of the revolutionary movement.

For all these years, the tactical counter-offensives of the revolution and the large mobilization of the Indian masses prove that the people’s war in India is able to and will, once again, overcome this new attempt from the reactionaries to crush the people and its rightful and legitimate aspirations of liberation from the yoke of oppression, by the implementation of a new power: the New Democracy.

Since March 1967 and since the first armed revolt of the peasants from the village of Naxalbari in the occidental Bengal against the feudal oppression by the regional landlords – from where the Naxalite and Maoist movement in India will born -, admittedly this movement has witnessed many distractions and relentless rearrangements up until the final emergence of the Communist Party of India (Maoist), on the 21st of September of 2004; indeed, from then on, numerous campaigns and military crushing and annihilating operations of the revolutionary movement have been lead on against the progression of the popular resistance, with each time its load of assassination of its officials, its members and its sympathizers, and arbitrary arrests of peasants, workers, students and intellectuals, who’ve all been accused by the regime of “terrorism”; indeed, near the end of the80’s, after being particularly repressed, the revolutionary forces seemed almost wiped out; indeed the revolutionary movement had to, and still have to, deal with big “heavy hits” with numerous losses, and particularly the loss of its heads, as has been the case in May 2025 with the hideous assassination of comrade Basavaraj, general secretary of the party, whom we still honor the memory, but also of the capitulationist treachery of the ones who deemed the Party had to give up their weapons and opt for peace talks …

And yet…

Since now more than six decades of fierce struggle engaged in this war from the people and for the people, this extended people’s war – whom at its peak in the 2000’s controlled almost a third of the Indian territory, with thousands of armed fighters and operating in 14 of the 28 states of India –pursues without the enemy being able to get to its means and this despite the wacky ultimatums of a programmed death announced for the “31st March of 2026”.

Comrades, when we are told that we are but sweet dreamers who believe in an other possible world while the current system is fool proof and intangible, and that with time, any form of oppression ends up petering out, worn out and might disappear; when we are constantly regaled with a worldwide fatality that we should make ours because no other issue isavailable outside of the imperialist and reactionary domination; if one dayour historical optimism leaves us, we should keep in mind the glorious History fo the people’s war in India, who has been proving for all theseyears that : even if every revolutionary movement witnesses ebb and flow, up and downs, twists and turnarounds, restrictions, setbacks and losses, very much like nature who witnesses storms, famines and sicknesses; andeven if “of course change will take time and undoubtedly, there will be upheavals here and there” despite everything, we know very well,comrades, that “the direction of the wind has already been well planned !” (Georges Abdallah). And indeed, let us remember that as soon as the early 50’s and the first years of the independent India, the peasant movements have continued to rise up against feudalism, and most recently they’ve been fighting every projects from the bureaucratic and comprador capital of exploiting the mineral wealth of the forest ; let us remember the undeniable revolutionary successes of this guerrilla warfare during all these years lead by the Maoist against the repressive forces, the paramilitaries and the mineral corporations, as well as its rapid small development allowing the implementation of the strategy of surrounding the cities from the countryside; let’s remind us also that in 2006, the then prime minister of the Indian reactionary State qualified the revolutionary movement of “the greatest challenge for internal security that this country has never had to take up on”; yet this challenge, to this day, stays and will always stay on the agenda as long as a sole spark will remain vivid,because, as we know and the whole History of the oppressed people proved it : where there is no justice, there will be no peace, and where there is oppression and exploitation, there will undoubtedly, necessarily be resistance, a resistance, law of existence, unavoidably fed of relentless popular and solidary impetus.

Then yes, comrades, we are on the side of the Indian people in its fight against imperialism, against exploitation and oppression, as well as we are on the side of every oppressed people. The written History of these people and these struggling nations, the long-winded people’s war but also the struggles for national liberation currently and for more than a century represented by the Palestinian people and its heroical resistance, they have always proved that : the Indian popular masses and their revolutionary vanguard know and must always count on the inspiring upwind of their resistance forces and on our mobilization and active solidarity for victory or victory.
