Norway – Kampkomiteen Statement: Down with “Operation Kagaar”!

We hereby share an unofficial translation of a statement from Kampkomiteen published on the 17th of March.


With this statement, Kampkomiteen pledges to redouble its efforts in the struggle against the Indian state’s genocidal “Operation Kagaar.”

Long Live the Revolution in India!

Throughout 2025, the Indian revolutionary movement has confronted the old Indian State’s war of extermination known as “Operation Kagaar,” which was launched in January 2024. This operation is a continuation of the fascist BJP government’s decades-long war against the people. The aim of the operation is to eradicate the revolutionary movement and the People’s War led by the Communist Party of India (Maoist) – CPI (Maoist).

Honor the martyrs and condemn the traitors

According to so-called independent estimates, at least 550 alleged Maoists have been killed in the “Operation Kagaar” campaign. The Military Commission of the CPI (Maoist) has stated that from December 2024 to November 2025, 320 comrades from the movement were martyred in this war. Among them were the General Secretary of the CPI (Maoist), Comrade Basavaraj, eight members of the party’s Central Committee, and fifteen members of various state committees. 116 of those killed were party members, and many were cadres and activists from various mass organizations. The Indian martyrs did not fear “Operation Kagaar.” They stood up to the enemy, they did not retreat, and they fought to their last breath with unparalleled courage and fighting spirit. They are an eternal example, and countless new revolutionaries will follow in their footsteps to realize their ideals.

We honor the martyrs of the Indian revolution, and we once again send our warmest lal salaam (“red greetings”) to the murdered heroes of the people in India, to their comrades and bereaved families, and to the Indian masses who are heroically fighting against the reactionary old State and the imperialists who are plundering the people and land of India.

We condemn the traitors, such as Sonu and Satish and their accomplices, who handed over their weapons to the enemy and conspired with them against their former comrades. They inflicted great losses on the revolutionary movement, and this rotten betrayal must never be forgotten or forgiven. To defend and support the new-democratic revolution in India is to honor the martyrs by defending their party and the revolution of the poor and oppressed masses of India.

Operation Kagaar” and the Indian Revolution

We strongly condemn “Operation Kagaar” and the BJP government’s goal of making India “Maoist-free” by March 31, 2026. This counterrevolutionary war amounts to genocide and a war of extermination against the Adivasi people and the struggling masses of India. Entire regions of India have been declared “enemy territory” by the Indian old State. Their rotten mercenaries use collective punishment, massacres, rape, and torture. They use staged skirmishes as a pretext for summary executions. This is happening in areas that have been designated and sold to mining companies and other monopolies that are plundering the Indian people and their land. Any popular resistance is branded as “terrorism.”

The revolutionary struggle of the Indian people stems from the concrete conditions in the country. The masses live in poverty. Millions of people, particularly Dalits and Adivasis, suffer from landlessness, destitution, caste-based oppression, and violent displacement from their own territories. All of this is happening for the benefit of Indian and foreign capitalist monopolies, which plunder, pollute, and poison every area they invade. The Adivasis suffer genocide at the hands of the Indian state, for the benefit of the monopolies.

“Operation Kagaar” follows in the footsteps of other counterrevolutionary military and political campaigns: Salva Judum (2005–2011) and Operation “Green Hunt” (2009–2024). The old Indian state is guided by advisors from the U.S. and Israel, and applies lessons learned particularly from U.S. imperialists’ “counterinsurgency” (COIN) and “low-intensity conflict” (LIC) in countries such as Vietnam, Peru, and Afghanistan. With extreme brutality, the reactionary forces attempt to isolate the revolutionaries from the masses, for example by gathering the local population into militarized villages (concentration camps), through corrupt “reform programs,” and massive propaganda of lies. All of this is combined with the liquidation of leaders, while traitors are protected and rewarded. These traitors are rewarded by the State for spreading the idea that it is pointless to fight and that the revolutionary movement should lay down its arms and allow itself to be integrated into the rotten politics of India.

The National Democratic Front of the Philippines (NDFP) asserts that the events in India are a mirror image of those in the Philippines. Here, too, reactionary regimes, guided directly by US imperialism, are attempting to make the country “insurgency-free.” Here, too, operational plans are being developed to eradicate the revolutionary movement, particularly by eliminating prominent leaders. But as these comrades assert, the reactionaries are failing in these plans, for their brutality and their intensified plundering of land and people only further isolate the regimes from the masses.

Thus, the fundamental truth is confirmed that the struggles of the masses will continue, no matter how harsh the repression becomes, for repression does not stifle the revolution—on the contrary, more repression leads to more struggle and resistance.

The Dirty Role of Norwegian Imperialism in India

In the midst of this situation, Norway and the EU have signed new trade agreements with India. In this way, the imperialists powers of Europe seek to secure greater access to the spoils plundered from the Indian masses—a plunder that can only take place under the protection of counterrevolutionary violence.

We condemn the Norwegian authorities and Norwegian monopolies for their complicity in the fascist Modi government’s war against the people. The Modi regime is a lackey regime for foreign imperialism, primarily US imperialism, but also for British, Russian, and Chinese imperialism. Within this context, Norwegian imperialism, together with the EU and EFTA [Translator’s note: European Free Trade Association, a free trade area agreement which includes Iceland, Lichtenstein, Norway and Switzerland], is attempting to expand its exploitation of the Indian people.

Innovation Norway, an instrument of the Norwegian government, claims that Norwegian companies have a “unique advantage in India” due to the latest trade agreements, which are being implemented with a gradual reduction in tariffs. Norwegian trade with India has already doubled over the past five years. Jotun, Statkraft, Kongsberg Gruppen, Aker, and Orkla all have a presence in India. Between 12,000 and 15,000 Indian employees are currently spread across 130 Norwegian companies in the country. Such operations serve Norwegian imperialism, plunder the Indian people and their natural resources, and simultaneously help finance Modi’s fascist government and his war against the people.

Double the Support for our Comrades in India

We promise to redouble our efforts to support and defend the Indian revolution, and to combat the genocidal “Operation Kagaar.” We will intensify the struggle against Norwegian imperialism and Norwegian monopolies, which, through their trade agreements, diplomatic intrigues, and political maneuvers, support and finance the Modi regime and its war against the Indian masses. We carry the Indian martyrs in our hearts forever, as heroes of the Indian revolution, and as those who led the way and illuminated the path that all the world’s oppressed and exploited classes, peoples, and nations must follow to liberate themselves.
