Statement by the People’s Democratic Students Unity (PDSU) – Bangladesh Against the ‘Operation Kagaar’
We hereby share a statement that we received.
In Solidarity with the public call by the International Committee to Support the People’s War in India (ICSPWI)— Stop “Operation Kaagar” Immediately!
For the past two years, the fascist government of Narendra Modi, backed by U.S. imperialism, has been carrying out brutal massacres and repression against the Maoist struggle for the liberation of workers, peasants, and oppressed nationalities in India. The Modi government claims that through this operation— named “Operation Kaagar”— aimed at eliminating Maoist revolutionaries, it will completely eradicate Maoists from India within this year, that is, by 2026. However, the primary objective of this repressive campaign is not merely the elimination of Maoist revolutionaries. In line with imperialism’s so-called “development model” based on death, destruction and dispossession, its real aim is to pave the way for multinational corporations to plunder mineral resources. To achieve this, the Indian expansionist state seeks to crush all resistance by the Adivasi people of Bastar, who are fighting to defend their land, forests, and water. In this context, the Communist Party of India (Maoist) has emerged both as the principal obstacle before the Indian state and as the only genuine alternative for the oppressed classes, nationalities, and peoples of India— the sole embodiment of their aspirations. By destroying the Party, the revolution, and the people’s struggle, the Indian state aims to serve the interests of its imperialist masters, primarily U.S. imperialism. Thus, the Indian state— an enemy of all the peoples of South Asia— is not only attacking the people of India but also striking at the global proletarian revolution. In response to this challenge posed by the expansionist Indian state and fascist Modi, the International Committee to Support the People’s War in India (ICSPWI) has issued a global call for action on March 28, 2026. We, the People’s Democratic Students Unity, express our solidarity with this call, extend our support to the Communist Party of India (Maoist), the ongoing people’s war under its leadership, and the fighting masses, and pay our respect to all martyred revolutionaries.
Since January 2024, through “Operation Kaagar,” the Indian state has effectively declared war against the very people of that land. Under this campaign, thousands of military, paramilitary, and mercenary forces have been deployed across central India to suppress popular resistance. As part of this effort, oppressed Adivasi communities living in forested and hilly regions are being encircled by military camps equipped with hundreds of weapons manufactured by Zionist Israel. Over the past two years, nearly seven hundred Maoist revolutionaries and Adivasi people have been killed extrajudicially. Thousands more have been subjected to false charges, arrests, enforced disappearances, and state repression. Recently, during the anti-imperialist week of March 21–28, 2026 in Delhi, the illegal abduction and torture of ten activists and organizers from various mass organizations further demonstrates that such acts are integral to the broader plan of “Maoist elimination.” On the one hand, the Indian state is carrying out massacres in Bastar without regard for international law or norms of warfare; on the other, it is suppressing voices in urban areas that speak out for people’s rights. For years, it has stripped religious minorities— especially Muslims— and Dalits of their democratic rights, subjecting them to severe oppression and violence. It is also pursuing expansionist aggression against neighboring countries, including Bangladesh. The Indian state supports the genocide carried out in Gaza by Zionist Israel— backed by U.S. imperialism— and Israel, in turn, supports all acts of repression carried out by the Indian state. While spreading fear of state terror across the country, the Indian state ironically claims that “Maoists are the biggest internal threat to India!” This is the true character of the so-called “world’s largest democracy.”
In reality, the capitalist-imperialist world system no longer possesses any viable means to overcome its deepening crises. On the contrary, these crises are provoking intensified struggle and rebellion among oppressed classes and peoples worldwide. Contradictions between U.S. imperialism and rival imperialist blocs (Russia–China) are sharpening further. In all economic spheres, the ruling fascist BJP government is imposing crises upon the people— crises created and driven by imperialism and its comprador allies such as large Indian capitalists-zamindars like Adani and Ambani. In a semi-colonial, semi-feudal country like India, such crises inevitably take violent forms, and in response, the people are compelled to engage in armed struggle. Historically, India has been the ground of glorious struggles such as Telangana, Tebhaga, and Naxalbari. The people’s war led by the Communist Party of India (Maoist) is a continuation of the path of Naxalbari— an inseparable and vital part of the global proletarian revolution. Indeed, the path of Naxalbari is the path of liberation for India’s workers, peasants, and oppressed peoples, and we firmly uphold this revolutionary path. At the same time, we fully oppose all revisionist, opportunist, and liquidationist lines that advocate surrendering arms, abandoning armed struggle, or operating “within the legal framework.” In the context of the Indian revolution, any tendency that rejects the line of protracted people’s war is incompatible with Marxism-Leninism-Maoism and cannot lead to liberation. Rather, such tendencies strengthen the “psychological warfare” waged by the Indian state against the Party and the revolution. We believe that to support the Communist Party of India (Maoist) and the people’s war in India, it is essential to uphold the general line of armed struggle.
Advancing any anti-capitalist, anti-imperialist revolutionary and democratic struggle anywhere in the world necessarily contributes to advancing the global proletarian revolution. Therefore, supporting the ongoing people’s war led by the Communist Party of India (Maoist) is a fundamental responsibility of all revolutionaries, anti-fascists, anti-imperialists, democratic organizations, and individuals worldwide. Inspired by this spirit of revolutionary internationalism, we, the People’s Democratic Students Unity, call upon all revolutionary, democratic, and progressive forces across the world: resist the ongoing barbaric massacres against Maoist revolutionaries and Adivasi people carried out under “Operation Kaagar”; raise stronger voices demanding its immediate cessation!
Long live the protracted people’s war and the democratic struggles of the people under the leadership of the Communist Party of India (Maoist)!
Long live all martyred revolutionaries and struggling masses!
Down with U.S. imperialism and all imperialism, down with Indian expansionism!
Stop “Operation Kaagar” immediately!
