India – CASR: Condemn the Abduction of Social Activist and Psychologist Samrat Singh by Delhi Police

We hereby share a statement published by Campaign Against State Repression (CASR).

On the evening of 12th July 2025, Samrat Singh, a respected psychologist and long-time social activist, was illegally abducted by a team of Delhi Police from his residence in Yamunanagar, Haryana. This was carried out without presenting any arrest warrant, notice, or legal documentation—a blatant violation of constitutional and legal procedure.

According to his family, a group of 4–5 men and 2 women had come to abduct him. One of them identified himself as Praveen Yadav from the Delhi Police, and gave a phone number that has remained unreachable ever since. For hours, the family had no information about Samrat’s whereabouts, nor any clarity on whether he had even been arrested or taken into custody.

When his family approached the local Yamunanagar police, they were told by the SP that a Delhi Police Special Team has taken Samrat Singh into their custody. Yet, the SP clearly stated that no information had been provided to the local police about any of this. This complete bypassing of legal procedure amounts to an enforced disappearance, punishable under both Indian and international law.

Samrat Singh is not a criminal—he is a psychologist working at a local hospital and has been active in people’s struggles for over two decades. He has consistently stood by the oppressed and downtrodden people. In 2009, he was falsely implicated under the UAPA and Arms Act, tortured in custody, and imprisoned for nearly five years—only to be eventually acquitted of all charges by the court. Today, Samrat is once again being targeted for his unwavering commitment to people’s causes.

It has now been over three days, and there is still no official record or information about his location or condition. As per the law, a person must be produced before a magistrate within 24 hours of detention. The ongoing silence from the police and the state machinery raises grave fears of custodial torture or worse.

We demand:

  1. Immediate and unconditional release of Samrat Singh.
  2. Disclosure of his whereabouts and the charges, if any, under which he has been detained.
  3. Strict action against the Delhi Police personnel involved in this illegal abduction.
  4. A judicial inquiry into the entire episode of his arrest, detention, and treatment in custody.

We urge all civil rights groups, democratic organisations, and concerned citizens to stand united and raise their voices against this blatant misuse of power and violation of democratic rights. If such actions are normalised, not only activists but even common citizens will not be safe from state brutalities.
