MPP: STATEMENT ON VENEZUELA—YANKEES, GO HOME!
We hereby share a statement with some grammatical corrections, by Peru’s People’s Movement (MPP) published by the Association of New Democracy – Germany (Nuevo Peru) on the 21st of July.

YANKEES, GO HOME!
WE CONDEMN YANKEE IMPERIALISM AND THE PUPPET REGIME FOR THE HUMANITARIAN CATASTROPHE FACING THE VENEZUELAN PEOPLE!
We condemn Yankee imperialism—led by the genocidal Trump—for the new crime committed, in its capacity as an occupying power, against the people of Venezuela, in the form of a violation of the norms of its own international law, Article 42 of the Hague Regulations of 1907, and the Fourth Geneva Convention regarding provisions applicable to occupied territories, by failing to provide prompt, timely, and efficient assistance to the disaster-stricken population during the emergency, thereby significantly increasing the number of deaths, injuries, and suffering among the victims of the natural disaster.
For the same reason stated above, we condemn, crush, and brand with fire the puppet government of Delcy Rodríguez and her cronies, established by the US occupier. These wretched traitors do not represent the Venezuelan nation.
As a result of the imperialist war of aggression, the country is under occupation or foreign control; in this case, by the sole hegemonic imperialist superpower, Yankee imperialism. This is in accordance with its so-called “New National Security Strategy (NSS)” and its domination of the Western Hemisphere (“Donroe Doctrine”).
On January 3rd, after five months of war against Venezuela, Donald Trump announced that Nicolás Maduro and his wife, Cilia Flores, had been captured in a military operation called “Absolute Resolution,” imposing a puppet regime on the country as a “transitional government” under his direct control as part of his three-stage plan—“stabilization, economic recovery, reconciliation, and democratic transition” —A puppet government headed by Delcy Rodríguez, with Cabello, Padrino, and Jorge Rodríguez, among others, serving as its main collaborationist officials. Regarding the country’s current status, we quote the following from an imperialist media outlet:
“Since US Special Forces captured President Nicolás Maduro of Venezuela in January, a steady stream of American officials and oil executives has visited Caracas. They flew there to do what generations of colonial administrators and businesspeople have done before them, effectively running another country. As The Times recently reported, Secretary of State Marco Rubio directs the acting president, Delcy Rodríguez, via text message and controls her government’s access to its own oil revenues. She tells him whom she wants to hire, and he tells her which Maduro apparatchiks to purge. Under Rubio’s tutelage, Rodríguez opened the nation to U.S. companies. According to the Trump administration, it’s too soon to talk about democratic elections; that has to wait until Venezuela’s energy sector is stable and its economy has recovered (…) Venezuela’s strange status.
So, what exactly is Venezuela now? Is it a sovereign nation? Is it a new territory of the US government? Is it something in between?
The US takeover of Venezuela reflects the mechanics of the new age of empire, in which it has become increasingly unnecessary, inconvenient, expensive and illegal for great powers to declare formal occupations of small states. As the wars in Iraq and Afghanistan demonstrated, “the costs of occupation have gone up dramatically,” said Tom Long, a professor of international relations at the University of Warwick. As a result, powerful nations have found ways to establish control over other countries without explicitly laying claim to them.
This asymmetrical relationship has led observers to reach for familiar yet somehow anachronistic terms: Venezuela has been described as President Trump’s “puppet regime,” as his “colony,” as an American protectorate and client state. The economist Carlos Mendoza Potellá, a former adviser to the Venezuelan central bank, argues that the country has ceded its national sovereignty. “We are not a nation anymore,” he said. “We are a territory with some delegate administrators implementing decisions made abroad. Who decides? Emperor Trump, who has his proconsul Marco Rubio.” (The New York Times, “The Context: Is Venezuela Now a Colony or a Sovereign State? We do not denounce the imperialist occupier and its puppet government for failing to provide “humanitarian aid,” since such “aid” from the imperialists can never exist for any people.
We denounce them for war crimes, because the Trump-Rubio duo, representing the occupying power, has failed to fulfill its obligations to provide immediate and effective assistance to the people of Venezuela in the wake of the two devastating consecutive earthquakes on June 24th of this year, which caused 3,811 deaths and 16,740 injuries. According to projections by US media outlets themselves, there is a 44% probability that this figure will rise to 10,000 deaths. The failure to fulfill the obligations imposed by international law on the United States as the occupying power and on its puppet government is the direct cause of this natural disaster having turned into a humanitarian catastrophe of massive proportions for the people of Venezuela.
The millions of people affected directly or indirectly since that date lack medical care, food, and water. Based on the facts reported by the press itself, it is crystal clear that the Venezuelan people were abandoned in the crucial first days following the earthquake, a situation that compounds the already catastrophic conditions to which the country has been subjected due to the exploitation and oppression of imperialism and its native lackeys in every government to date, due to the crisis of decaying bureaucratic capitalism—a situation exacerbated by the sanctions imposed by the US government since 2017. We quote the following from the BBC’s June 25th news summary:
“Rescue workers can’t keep up. They’re pulling people out with their bare hands.” “They don’t have specialized equipment.” “We need help.” In La Guaira, rescue teams had not yet reached many areas of the state, which is full of trapped people who cannot be rescued due to a lack of resources. Firefighters and paramedics “have their hands tied.” Many of the survivors are arriving at hospitals that lack the capacity or basic supplies to treat them. “We’re facing a desperate situation, and the hospitals in La Guaira are completely overwhelmed,” said Dr. Franklin Rodríguez in an interview with the BBC. “There is a critical shortage of medications and medical supplies. Health centers do not have the capacity to handle the enormous number of people, and many remain trapped under the rubble,” he added.”
We also denounce the fact that Yankee imperialism is using so-called “humanitarian aid” to justify the plundering of the country and its increased military occupation.
The US Southern Command has deployed the amphibious ship USS Fort Lauderdale and the combat ship USS Billings to the port of La Guaira, along with helicopters and aircraft “that will support search and rescue operations.” And under the pretext of distributing aid, Marines have landed on the beaches of La Guaira, disguising a military landing operation as a “civic operation.” In addition, 900 US soldiers have been stationed at the Caracas airport, which remains under the control of US Southern Command.
Major General Kevin Jarrard arrived in Caracas to coordinate the deployment of Department of Defense forces in the country. Puppet President Delcy Rodríguez also confirmed that she met with representatives of US Northern Command and received a phone call from Trump and Rubio, who reiterated Washington’s support for the emergency response efforts.
US authorities are sending the $300 million in aid announced through groups such as the Red Cross, religious organizations, and the United Nations. This amount of “aid” announced by the Trump administration is only a fraction of the $8 billion estimated to have been taken from Venezuela since January 3rd, 2026.
In light of the situation currently facing the proletariat and people of Venezuela—the Venezuelan nation—we express our international solidarity and our full confidence and unwavering support for the Maoists of that great country who are living, working and struggling alongside the broad masses to reconstitute their Communist Party as a militarized Marxist-Leninist-Maoist Party, in order to intensify the national resistance against imperialism and its puppet regime through People’s War, to end the imperialist occupation, and to carry out the democratic revolution in Venezuela to free themselves from the oppression of imperialism, bureaucratic capitalism, and semi-feudalism.
