Celebrate the 23rd anniversary of the party’s formation everywhere with
revolutionary zeal and enthusiasm!!
Defeat all the malicious attempts by liquidationist traitors to make our party
open and legal, and strictly follow a strong Leninist methodology!!
Strengthen the three magic weapons—the Party, the People’s Army, and the
United Front—to develop the staggered guerrilla zones and guerrilla bases!!
Defeat all attacks being made on the party line established in the Unity
Congress-Ninth Congress, and organize the broad masses to make the New
Democratic Revolution successful!!

Dear Comrades and peoples,
On the occasion of 23rd years of the formation of our party that is CPI(Maoist), we present our heartiest wishing to our comrades and people at large. It is important for us to realize that we are the people who know no fear, we solidly stand with the party and ridicule those who left. We have been marching ahead by struggling the fascist onslaught in form of Surajkund Policy. On this great historic day, we must start with paying our head bent humble homage to all the martyrs who laid down their life by marching on this new line and those who got martyred in the process of party building. particularly to all the CC comrades and PLGA brave comrades and soldiers who laid down their life to illuminate the path of NDR in our country. Our founding member Comrade Charu Majumdar and comrade Kanhai Chaterjee, comrade Shyam, comrade Murli, comrade Mahesh, comrade Shamser Singh, comrade Basvarju, comrade Kishan da, comrade Raju da, comrade Kosa da, comrade Vivek da, comrade Chalpati, comrade Hidma and others shall inspire us forever to march ahead to accomplish the heaven storming act of New Democratic Revolution in our country. They have proved that dedication to the ideology of MLM can lead us to do wonders for the people of the world. Comrades, let us pledge that by being firm on party’s political line we will remain a true party soldier throughout our life. Besides with the same spirit and determination we must present our intense hatred against the opportunist-liquidationist-revisionist forces; the traitors of the revolution like Venugopal, Devji, Balraj alias Bacha Prasad Singh, Darshan Pal, Arjun Prasad Singh, Harmanpreet, Gopal Mishra, Prashant Rahi, Raju alias KP, Seema-Vishwavijay and others. We vow to struggle till the last breathe against such traitorous deviations and lines so that we can
move ahead with our central task of the present time which is preservation of party, plga and uf; revival of set-back GZ and GB areas; building party, plga and uf in different regions of the country in order to advance and develop guerrilla warfare; participation in spontaneous people movement in order to convert it into organized movement moving further to build party, plga and uf. Remember preserving the task means struggling against the liquidators; who want to make the open and legal which is equal to destroying the party worthy to be called communist party of the Lenin’s type.

Naxalbari was the watershed period in history of communist movement in India. Besides depicting the inherent rage of the landless and the working class against Feudalism, Comprador Bureaucratic Capitalism and Imperialism it was a watershed because it drew a clear line of demarcation between modern revisionism and genuine communist revolutionaries. Comrade Charu Mazumdar clearly marked the importance of Naxalbari by asserting that “Naxalbari has also torn the mask off the neo-revisionist clique led by anadive, Namboodiripad, Sundarayya, and Co., and spells its doom. The perfidy of these neo-revisionist leaders like that of the Dangeites knows no limit. When the long delayed social revolution is breaking out, they are acting as the last reserve of the reactionary ruling classes, which are now caught in the meshes of a deepening economic and political crisis. Hiding their real intentions under a cloak of left phraseology, they have discarded Marxism and stepped forward to defend the old hated regime, but the revolutionary forces will no doubt cast them into the dustbin of history and march forward towards People’s Democracy and Socialism.” Our party that is CPI(Maoist) is formed out of the process of such clear demarcation between modern revisionist and communist forces. In the process of its formation since 21st September 2004 and after it our party waged unwavering and uncompromising struggle against opportunist-liquidator-revisionist that ranged from Karnataka minority group to Seema-Viswavijay. comrade Kanhai Chatterjee, who said that “ Only in the course of exposing the opportunists” a true unity based on concrete practice can be build. This was marked clearly in the merger of the two great streams of Indian revolution in form of CPI(ML)PW and MCCI. This merger was a thunderous call for unity among the genuine communist forces in order to expose and struggle against the opportunist revisionist forces of all color and hues within and outside the revolutionary camps.

The historic day of 21st September is a mark of distinction between Marxism-Leninism-Maoism and modern revisionism. Immediately after the declaration of the merger the ninth congress-unity congress was held in 2007. The congress was the political ideological consolidation of the unity declared in 2004. It can be said that the political line of the 9^th congress-unity congress rests on the firm organizational unity between two streams leading to the formation of a new party that is CPI(Maoist). Today the liquidators in the form of Venugopal, Devji and Seema-Vishwavijay etc.. are up against the unity of the party, they want the people of this country to be dragged back to the time when there was no unified party and the future of the proletariat was in dark. They do not want clarity on the question of revolutionary path. They are up against the political clarity and firmness which the proletariat
have achieved through its determined struggle against the modern revisionist of the times. Therefore for the liquidators of our time the most hateful object is the documents that were passed by the congress of the party on 2007. These documents include MLM doc, party’s constitution, party program, political resolution and party’s strategy and tactics. If any party member expresses their political view in the structure other than his own party structure or among the people or cadre or sympathizer against the line laid down in the documents passed in ninth congress-unity congress is violation of democratic centralism. Opportunists use this method to accomplish their anti-party task.

Now let us find what is there in 21st Sept that the liquidators are most vocal advocate against:

1. The document party constitution passed after the unity on 21 st Sept, 2004, says that until the completion of NDR the party shall remain ug, this is quite opposite to the liquidators claims that the party should be made open. All liquidationist are against this basic Leninist line. The document party constitution passed after the unity on 21 st Sept, 2004, say that armed struggle will remain the main form of struggle and army as the main form of organization of this revolution, Hence armed struggle will play a decisive role. Mass organizations and mass struggles are necessary and indispensable but their purpose is to serve the war. The immediate and most urgent task of the party is to establish full-fledged people’s liberation army (PLA) and base areas by developing and transforming the guerilla zones and guerrilla bases. Venugopal and Devji liquidationist line is attack on the party`s political line, instead of this they are suggesting amalgamation of PPW line with general insurrection line.
2. The document party constitution passed after the unity on 21 st Sept, 2004 further says that every party member shall be a member of any one of the party units. This has annoyed many of our liquidators they think that they are too huge a personality to sit in the party structure. A very opt example of such a kind of liquidator are Seema and Vishwavijay.
3. The document party program passed after the unity on 21 st Sept, 2004 held that the contradiction between feudalism and the broad masses of people is the principal contradiction while the primary contradictions are Imperialism and the Indian people and that between feudalism and broad masses of feudalism. While for the liquidators of the ninth congress unity congress CBB is dominating and is principal contradiction, this was the line of CPM against which our founding comrades CM and KC struggled against, the result of which is the document passed after the historic merger on 21st Sept.
4. Many of the liquidator like Raju, Darshan Pal, Joginder SIngh and Harmanpreet consider that some regions in India like Punjab and Haryana has capitalism is present in their production relation and Protracted Peoples War will not be conducted in these region, party too will be open and legal here. This is quite contrary to the document strategy and tactics passed in ninth congress after the party formation in 21st Sept, 2004, the document said that it is true that a section of the landlords in Punjab and Haryana do possess modern instruments of production, employ agricultural labourers, supervise cultivation, produce for market and reinvest a portion of the surplus in agriculture. This section of the landlords represents capitalism in agriculture. But this capitalism, is a distorted one. It helps perpetuate feudal values, retards free and independent development of economy to further deepen imperialist exploitation and opposes democracy and the country’s interest. Many landlords, like most of the erstwhile princes, are also comprador industrialists.

An Appeal to Dear Comrades
On this historic day, we appeal to all party members to celebrate September 21 in their respective areas with great enthusiasm, in accordance with revolutionary tradition. To save the party and advance the revolutionary movement, all party members should immediately formulate a future action plan while focusing on the following points:

1. Party members whose coordination with the party leadership has broken must immediately focus on re-establishing coordination with the leadership. They should restore coordination with the party higher committee and advance their work under the guidance of the party leadership.
2. Intensify the struggle against opportunism, liquidationism, and revisionism, and conduct an active ideological struggle to prepare as many underground cadres as possible.
3. Strictness must be maintained in implementing underground methods of work. Any kind of negligence in underground functioning would not only invite state repression leading to destruction of the party.
4. Transform the spontaneous movements of the masses against the Indian state into organized movements, for this, it is necessary to establish deep ties with the masses.

An Appeal to peoples,
On this historic day for the world proletariat we appeal to the people of the country to mark the 21st Sept day with great enthusiasm and participate in the ongoing political ideological struggle against olr elements. They should themselves verify the facts and assertion by our party. They must take pain to read all our articles and press release with minute details. This debate will decide the course of Indian revolution and will decide the fate of the Indian masses. If the party remains as party, then it can defend the adivasiss against the imperialist plunder, it can protect Dalits against caste atrocities, it can protect woman against Brahmanical feudal patriarchy and above all it can help the working class in its militant struggle against the landlords, mill-owners, contractors, mafias, corrupt bureaucrats etc… hence we appeal to the people of this country to realize the importance of preserving the party. Besides we also appeal to the intellectuals, lawyers and democratic forces in several professions to help us in our efforts to help the political prisoners lodged in several prisons of the country, in their legal struggles and struggle for survival in prison. We also appeal to all the democratic forces to unite against the torture and extra juridical execution of Maoist revolutionaries and demand the immediate release of communist revolutionaries like comrade Pramod Mishra, comrade Sagar Da, comrade Sheila Di, comrade Kishore Da, comrade Deepak Rao etc…
