Germany: There Will Not Be “Disarmament” of the National Resistance Front in Palestine
We hereby share an unofficial translation of an article published by Dem Volke Dienen on the 3rd of August.
The news that are being spread in the bourgeois media about a supposed “disarmament of Hamas”, the corresponding pacification of the conflict, etc. are false and obfuscate the actual conditions, with the aim of causing confusion.
Regarding the question of weapons, Dr. Ghazi Hamad, a leading member of Hamas, explained that the formulations in the treaty in no way involve the handing over of weapons from specific factions to the Israeli occupation forces. He explains, that the treaty rather has planned an organized system of storage for weapons under the supervision of an independent national committee and different parties, that are to be determined, to guarantee that they could not be used outside the context of a national consensus during the next phase.
The Hamas leader explained that the movement had investigated the details of the terms of the security treaty carefully to make sure that they could not be interpreted as political capitulation or a distancing from the legitimate rights of the people of Palestine.
The plan would envision the institution of an international stabilization troop instead of the occupation forces, that is, the retreat of the Israeli occupiers from Gaza behind the “yellow line”, linked to the construction of a Palestinian police that will be in charge of the internal security in the Gaza strip.
The Hamas leader underlined that the acceptance of this treaty on the part of Hamas in no way means giving up the national project or its political basis in the context of the historical rights. He declared, that it had to do with a realistic treatment of the situation caused by the war, whose main goal is to protect the basis of the population and to guarantee stability after the massive destruction of infrastructure.
According to several news sources, Article 8, which is currently being discussed, states:
“8. A process to decommission and store heavy weapons, military production sites, depots of weapons, and tunnels, shall begin after completing the remaining commitments under Sharm Sheikh Protocol, the entry of NCAG [National Committee for the Administration of Gaza] and deployment of ISF [International Stabilization Force].
This process shall be administered and implemented by NCAG in a gradual, sequential and time-bound manner according to an implementation timetable that shall be completed within 14 days after all parties approve the Roadmap, which could be extended by a decision by IVC [International Verification Committee].
This process shall be linked to an Israeli withdrawal, in phases, from the areas under its control in Gaza and the decommissioning of armed militias in accordance with article 10 of this Roadmap.
[Note: Article 10 says: 10. Weapons of the militias shall be decommissioned and stored under NCAG authority according to an agreed upon timetable. Members of those militias shall not be integrated in the security and police services. IVC shall be responsible for certifying the implementation of this issue.]
This process shall be monitored and verified by IVC and supported by ISF.
The Palestinian factions shall take part in this process, and no weapons shall be transferred or handed to Israel or non-Palestinian parties.
At the end of the process mentioned in articles 7 – 10 of this Roadmap, only NCAG shall hold, store or control weapons in Gaza.
The implementation of this Roadmap, including the issue of weapons and other articles of the comprehensive peace plan, shall create appropriate conditions for a credible pathway towards achieving Palestinian self-determination and statehood.”
Regarding this, the Political Bureau of the PFLP declared that the forces of the resistance now are “on the final stretch for a treaty that would end the war of extermination and makes possible the reconstruction”. But also that this would require a continued and redoubled pressure on the occupation forces to guarantee the implementation of the treaty and to prevent them breaking it.
Therefore what will happen, or what is supposed to happen, according to the treaty is the creation of a unified national armed force. Note on this also: the “Beijing Declaration on Ending Division and Strengthening Palestinian National Unity” signed on the 23rd of July 2024, by the Palestinian National Liberation Movement (Fatah), Islamic Resistance Movement (Hamas), Democratic Front for the Liberation of Palestine, Popular Front for the Liberation of Palestine, Islamic Jihad Movement in Palestine, Palestinian People’s Party, Palestinian Popular Struggle Front, Palestinian National Initiative, Popular Front for the Liberation of Palestine – General Command, Palestinian Democratic Union, Palestinian Liberation Front, Arab Liberation Front, Palestinian Arab Front and the Vanguard for the Popular Liberation War – Lightning Forces (As-Sa’iqa).
