PERU – SUTEP Defense Committee: THE CLASS POSITION ON THE 2026 ELECTORAL FARCE AND FRAUD
We hereby share an unofficial translation of a UNIQUE SUTEP Defense Committee statement published by the Association of New Democracy – Germany (Nuevo Peru) on the 9th of June.
STATEMENT
DOWN WITH THE ELECTORAL FARCE AND FRAUD OF JUNE 7, 2026, STAGED BY THE BIG BOURGEOISIE AND LANDLORDS TO LEGITIMIZE THIS OBSOLETE STATE AND THIS FASCIST, GENOCIDAL, AND COUNTRY SELLER REGIME!
The UNIQUE SUTEP Defense Committee, with its class-based stance, extends its heartfelt class-based greetings to our beloved and indomitable Peruvian people, as well as to the teachers working in Public Schools and to the international proletariat, and issues the following statement in response to the electoral farce and fraud that will take place in the General Elections with a runoff vote, on June 7, 2026, endorsed by Yankee imperialism.
International Context. It should be emphasized that the Oppressed Nations of the Third World form the foundation of the transformations against the oppressors who hold Political Power, and the masses raise the slogan: “It is right to rebel!” resisting and fighting, led by their organized vanguard, armed with the Scientific Ideology of the Proletariat, which has evolved into a Third, New, and Superior Stage, with contributions of universal validity, in the context of the intensification of contradictions, fueled by the Main Contradiction: Imperialism versus Oppressed Nations. This Principal Contradiction, in the current Historical Moment, is unfolding among the people of Iran in the Middle East: On February 28, 2026, the Zionist Imperialist War of Aggression against the people of Iran was launched by the US government, in collaboration with the Zionist State and its instrument, Israel, under the pretext that the people of Iran: “pose a threat to the security of the United States and Israel due to the development of nuclear weapons and long-range missiles…” The strategic objective was to overthrow the Iranian regime in order to impose a government that would represent the interests of US imperialism, as well as to regain control over the Iranian State and promote the expansion of the Zionist State of Israel. The war is being waged by committing genocide against the people and bombing productive infrastructure: bridges, roads, airports, hospitals, universities, and ports. By March 1, they had bombed more than 2,000 targets, killed more than 50 government officials, and even Iran’s supreme leader, Ayatollah Ali Khamenei, along with his entire family. His son, Mojtaba Khamenei (March 4, 2026), has been chosen as his successor; consequently, these war crimes perpetrated by imperialism-Zionism have failed to eliminate Iran’s leadership. The more than 2,000 “targets” of this despicable attack have been the civilian population and the cities where the Iranian people live.
On February 28, 2026, 185 girls, teachers, and parents were killed at the Minab elementary school in Iran; the girls killed in this heinous genocide were between the ages of 7 and 12. The imperialist-Zionists, with the arch-reactionary and genocidal Donald Trump and his accomplice, Netanyahu, of the Zionist State of Israel, as their representatives, had planned in this vile “Epic Fury” campaign to eliminate the leadership, crush, defeat, and subjugate the people of Iran, and “change the regime”; but their treacherous plans have been blown to smithereens by the heroic resistance of the Iranian people, who even struck their aircraft carrier “Abraham Lincoln”—considered “invincible” by the so-called “most powerful army on Earth”—with four missiles, rendering it inoperable and forcing it to flee; The missiles have also destroyed more than 8 bases of Yankee imperialism, and the genocidal Netanyahu had to flee to Berlin (Germany) in the early days of this abominable Zionist Imperialist War of Aggression. Furthermore, on June 2, 2026, Yankee imperialist bases were once again destroyed in Kuwait and other areas. And the sinister State of Israel continues its bombing campaign against the people of Lebanon. The despicable Yankees boast of having murdered more than 38 million people since 1971, under various pretexts, perpetrating horrendous genocides. They are mobilizing 50,000 troops to occupy Iran—experts in murdering children, teachers, and families, as in the case of the Minab Elementary School, where 168 girls were killed. This hyena has encountered a people who are heroically resisting with a just and righteous War of National Resistance; landing precise strikes, shooting down their “stealth” aircraft, and rendering their largest aircraft carriers in the world inoperable. In short, the imperialist beast is in its death throes, and no matter how they scheme—even if they resort to their atomic weapons—they will be crushed by the peoples of the world, led by their organized vanguard. And they have concocted a false “ceasefire” to “rearm”; but their accomplice, the Zionist State of Israel, continues to perpetrate genocide against the heroic people of Palestine and the people of Lebanon. We are living in times of the Proletariat’s Strategic Offensive and the collapse of Imperialism, over a period of 50 to 100 years, where, as a historic goal, firmly embodying the “Scientific Ideology of the Proletariat,” we will arrive—by resolving bloody contradictions—at the Society of Great Harmony, where joy, happiness, and the light of science reign, and where the exploiters and their oppressors, with the State as their backbone, are overthrown forever. There, the red flags will fly forever, bearing the symbols of the class: the hammer and sickle. And the class struggle is shaking the countries of the Third World: in Africa, Asia, and Latin America, there is a widespread crisis caused by the outdated bureaucratic capitalism, where semi-feudal and semi-colonial countries—subject mainly to US imperialism— are engaged in an acute class struggle between the big bourgeoisie and the landlords who hold political power against the people, comprising these social classes: the peasantry, the proletariat, the petty bourgeoisie, and even the bourgeoisie itself, which is conditioned by the interests of the oppressive and dominant class, with Chile, Brazil, Mexico, and Peru standing out. Keep in mind that Yankee imperialism imposes, through electoral farce and fraud with its lackeys from the big bourgeoisie and the landlords, a renewal of its authorities to legitimize regimes unconditionally loyal to bureaucratic capitalism, as in Brazil (Lula), Argentina (Milei), Ecuador (Noboa), Colombia, Mexico (Claudia Sheinbaum Pardo), and other lackeys. It even seeks to take over the people of Cuba and, for that reason, has imposed a blockade that has lasted for decades.
National Context. At present, there is clear evidence of a general crisis and breakdown of the State and government systems, marked by intermittent “institutional corruption.” The current historical moment is encapsulated in these main contradictions: the masses versus feudalism, poor peasants primarily against big landlords, the people versus bureaucratic capitalism, mainly workers against this fascist, genocidal, and treasonous regime; nation/imperialism, the Peruvian people against the sell-off and plundering of natural resources, mainly by the transnational and monopolistic corporations of US imperialism. And note also the claws of Chinese imperialism: investment in the Chancay Megaport in Lima, which currently amounts to $4.5 billion. In Peru, just 17 families have amassed a vast fortune built on the wages, absolute surplus value, hunger, and misery of the people, totaling more than 90,328,800,000.00 (ninety billion three hundred twenty-eight million eight hundred thousand soles). In: Ernesto Lunares Mascaro, Engineer, “The Richest Families in Peru,” 2024 (INFOBAE, January 6, 2025). And the struggle for land,“ he continues,” nearly 1,400,000 hectares have been transferred to big private capital over the last two decades, and in the agricultural sector alone, deals have been made for nearly 320,000 hectares. What can we say about these transfers? First and foremost, that nearly 80% of the land was transferred by the State to private individuals through auctions, awards, and concessions. Second, that the main agents of the new land concentration in the country are fully identified economic groups or independent companies, such as Gloria, Romero, Oviedo, or Dyer, which participate indiscriminately in auctions for mega-irrigation projects, in the sugar and biofuel sectors, and in the land market with enormous subsidies doled out by the State” (Brutal Land Reconcentration on the Peruvian Coast, Alejo Lerzundi Silvera, May 13, 2023) Landlords concentrate vast agricultural areas, with a century-old land problem that remains unresolved: Colombia, 81%; Peru, 77%; Chile, 74%; Paraguay, 66%. A regime, then, that is fascist, genocidal, and treasonous: auctioning off “strategic” natural resources—uranium, lithium, iron, copper, hydrocarbons, and, recently, “rare earths”—in pieces, mainly to US imperialism.
The people suffer from “chronic hunger,” intensified exploitation, and starvation wages in contrast to the lavish salaries of the gilded bureaucracy, along with rampant inflation and the plundering of natural resources, as well as a systematic denial of the people’s rights. The class struggle is unfolding amid growing popular protest, and the Grand Bourgeoisie seeks to crush it through repression and genocide. Now, any Peruvian citizen who exercises the basic right to free speech, thought, and protest is arrested and thrown into dungeons to be punished as a “terrorist.” The 2025 Demographic and Family Health Survey (ENDES) reveals that chronic malnutrition affects 12.1% of children under five in the country, a figure that has remained largely unchanged from the previous year. According to Jessica Huamán, former dean of the Peruvian Association of Nutritionists, this percentage indicates that efforts to address this problem in children have stalled. In the case of anemia, the prevalence among children aged 6 to 35 months has barely decreased from 43.7% to 43.4%, a reduction of 0.3 percentage points in one year. For Huamán, “when a figure remains the same or drops by just a few tenths of a percentage point, this is not an achievement: it is a sign of stagnation.” The report details that regions such as Loreto (20.8%), Huancavelica (20.3%), and Ucayali (18.1%) have the highest rates of chronic malnutrition among children under five. In the case of childhood anemia, Puno leads with 75.4%, followed by Cusco (56.6%) and Loreto (55.6%). ENDES data indicates that the reduction in the prevalence of childhood anemia has been virtually nonexistent since 2009, when the indicator stood at 50.4%. The decline over these nearly twenty years has been slow and sporadic, with variations considered statistically insignificant.
There is, therefore, a continuation of a fascist, genocidal, and treasonous regime that began on April 5, 1992, and to preserve it, they have staged their electoral farce and fraud for April 12, 2026: “General Elections,” These elections are a means of domination and an instrument intended to crush the struggles of the people—and, centrally, of their vanguard—as well as to preserve this outdated social order that benefits only the Big Bourgeoisie, the Big Landlords, and Bureaucratic Capitalism of Yankee imperialism, mainly. According to the ONPE, the presidential ticket election has the following partial results with 96.69% of the ballots counted as of April 28, 2026: Keiko Fujimori of Fuerza Popular representing the Big Bourgeoisie’s Comprador faction, with 17.091 %, has the highest number of votes; followed by Roberto Sánchez of Juntos por el Perú, representing the bureaucratic faction of the big bourgeoisie, with 12.038%; and Rafael López Aliaga of Renovación Popular in third place with 11.880%. Consequently, the top two candidates for the Presidency of the Republic will advance to the “runoff election,” which will be held on June 7, 2026. General elections organized by the classes that exploit and oppress the people, such as the Big Bourgeoisie with its two factions colluding and vying for political power: the Comprador Big Bourgeoisie and the Bureaucratic Big Bourgeoisie, with the support of US imperialism, specifically that of its Ambassador to the country. They do not benefit the people, nor will they ever be favorable to them. They are part of Parliamentary Cretinism aimed at renewing and replacing the representatives of the Big Bourgeoisie and the Big Landlords. They are the Path of the Bourgeoisie; they are not the Path of the People. Furthermore, these sham elections are designed to prop up the Three Great Mountains that oppress and exploit us, flaying us alive to produce absolute surplus value: Imperialism (mainly US imperialism), Bureaucratic Capitalism, and Semi-Feudalism.
The Central Task is to bring down these Three Mountains, to break the chains of brutal exploitation, hunger, and misery. Therefore, do not vote; for to do so implies endorsing this outdated social order and the Comprador Big Bourgeoisie, which seized power in 1980, as well as the Big Landlords, Bureaucratic Capitalism, and even Yankee Imperialism. There have been 14 centuries of oppression since the State emerged in the 7th century, and 205 years of bourgeois republic, with a “democracy” used solely to exploit and oppress the Peruvian people. In this context, the obsolete Big Landowning/Bureaucratic State, with its rotten “State Powers,” is organizing General Elections on April 12 and 13, 2026, to replace officials and renew the reactionary Congress, saturated with lackeys of the exploiters and which will now include more parasites: the 60 “Senators.” And 130 deputies, with the peculiarity that it is the Senate that will “replace” the President of the Republic in cases of a “declaration of vacancy” and is “indissoluble”: it cannot be dissolved.
What are the government plans of the candidates heading into the Second Round of elections on June 7, 2026? On the Economy: Proposals from the Government Plans of the candidates and representatives of the Comprador and Bureaucratic Big Bourgeoisie in this electoral farce and fraud, led mainly by US Imperialism, with the endorsement of revisionism and opportunism, incidentally. On the Economy, proposals from Keiko Fujimori (Fuerza Popular): “The document proposes ‘increasing the average productivity of micro and small enterprises (MYPEs) by 25%’ through digitalization. The text proposes the formation of productive clusters as a strategy for business coordination. The plan describes the promotion of private investment and legal stability as conditions for economic recovery, stipulating these actions as the mechanisms for generating formal employment.” This means continuing to deepen Bureaucratic Capitalism by better chaining it “through digitalization.” A lucrative business for financial capital stemming from US imperialism. And to better exploit our country’s natural resources: the formation of “clusters” based on their coastal location—fishing; in the north, agricultural exports and minerals, primarily oil from the northern coast: La Libertad, Lambayeque, Piura, and Tumbes; Western Andes: gold, copper, zinc, iron: Cajamarca, Ancash; Central region: minerals, notably Rare Earth Elements (Lanthanides and Actinides) along with uranium in the south, such as Apurímac, Puno; forestry and oil: the Amazon. And at the core, “promotion of private investment” and “legal stability” enforced with an “iron fist.” Specifically, a regime marked by increased fascism, genocide, and the country selling of the nation’s natural resources—which are essential to imperialism, mainly US imperialism. Proposal by Roberto Sánchez (Juntos por Perú): “The text describes a mixed-economy model focused on regaining ‘sovereignty over natural resources.’ The document proposes amending the constitutional economic framework to allow for State intervention and the regulation of monopolies. It also mentions the protection of domestic production and the promotion of industrialization in the face of foreign competition.” As the representative and agent of the Comprador Big Bourgeoisie, he maintains that he will strengthen the Monopoly Capital of the Big Bourgeoisie and Landlords, while also granting immense shares of surplus value to the transnational corporations of imperialism; Roberto Sánchez, an agent of the bureaucratic big bourgeoisie, claims to strengthen State monopoly capital, since the bureaucratic big bourgeoisie lost political power in 1980 (1). This is, in essence, the Economic Policy of such lackeys of the exploiting and oppressive classes, and even the Monopoly Media, even before the date of the Second Round of Elections (June 7), have already announced results and declared the winner to be the accomplice in crimes against humanity—“forced sterilizations,” which is a covert genocide and part of the LWI: Low-Intensity War. To vote is to endorse this fascist, genocidal, and country seller regime! Down with this farce and electoral fraud! Long live the magnificent and heroic struggles of the indestructible Peruvian people, masterfully led by the vanguard of the proletariat!

Thus, General Elections have been a constant means and instrument throughout the country’s history to “legitimize” this outdated social order, which is currently in the throes of a widespread Crisis. And whoever emerges as the “winner” of these General Elections will impose even more fascism, genocide, and the sell-off of our homeland, for this is the Path of the Bourgeoisie and never that of the people—and the people have another path as well; the Democratic Path, which is the Path of Mariátegui, led by the unfading Vanguard of the class—pure steel and the embodiment of the Scientific Ideology of the Proletariat—which has evolved into a New, Third, and Superior Stage, will bring down the Three Mountains that have plunged us into injustice, chronic hunger, misery, and oppression. Give it time: Imperialism is not eternal; for the people, and only the people, are the creators of history, guided by the light of the Universe, the “proletarian steel” grounded in the unfading and undefeated Scientific Ideology of the Proletariat, now realized as of December 26, 2022, in the revived New International: the International Communist League (ICL). And these events are historical; they are not “apology”; they are brilliant actions of a historical nature that only the outstanding vanguards of the class have thus imprinted. They scoundrelly use Low-Intensity Warfare (delivering food contaminated with pathogens and rotten meat to the people’s students) and the nefarious “masses against masses” strategy to thus direct the lives of teachers and lead them into the pigsty of “meritocracy”: “promotion through the teaching ranks,” which, as we have reiterated, is a reactionary activity, so that the teachers themselves will be responsible for privatizing public schools and facing mass layoffs.

(1) Against the electoral farce of the Second Round, organized by the Big Bourgeoisie and the Big Landlords, backed by Yankee imperialism. On June 7 of this year, 2026, the so-called Second Round of Elections will take place, featuring the candidates who have received enough votes to qualify for this round. These candidates are: Keiko Fujimori, with 10.528% of the total electoral roll, representing the Big Bourgeoisie, the Comprador Faction, and the Big Landlords (the Comprador Big Bourgeoisie comprising Monopoly Banks, large agro-exporters, transnational mining companies, intermediary firms of imperialist finance capital, large intermediary firms importing heavy machinery and equipment for high-tech engineering projects, among others) and, the other candidate: Roberto Sánchez, with 7.374% of the total electoral roll, representing the Big Bourgeoisie, Bureaucratic Faction (Big Bourgeois who secure million-dollar contracts with the State, officials who wield political power in ministries and public institutions, such as the President of the country’s Central Reserve Bank, ministers, and directors of state-owned enterprises, including Petroperú and the Talara Refinery, among others).
Both candidates share a common agenda: to ensure the continuity of this fascist, genocidal, and treasonous regime. To impose fascism and genocide on the people, candidate Keiko Fujimori exclaims angrily: “an iron fist”; and the other candidate, Roberto Sánchez, to prop up the Three Mountains that exploit and oppress us, plunging us into iniquity, chronic hunger, and redoubled overexploitation that strips us of our very skin while we are still alive, through merciless exploitation by extending the workday (Absolute Surplus Value): Imperialism, primarily Yankee; Bureaucratic Capitalism; and Semi-Feudalism.
As can be seen, the two candidates combined have only 17.9% of the vote out of a total of 27,325,432, which represents 100% of eligible voters registered with the ONPE. This means that they have not even reached 20% of the valid votes. In short, since 1821, there have been 205 years of the Bourgeois Republic, organizing general elections, solely as a means to maintain this outdated social order to exploit and oppress the people; furthermore, these elections, in their second round, serve as the instrument to “legitimize” an even more fascist, genocidal, and treasonous regime—the result of this electoral farce that benefits only the big bourgeoisie, the landlords, and their master: Yankee imperialism.
Consequently, elections are not the path of the people; they are the path of the big bourgeoisie and the landlords. Finally, regarding Roberto Sánchez’s much-touted “new Constituent Assembly”: it is yet another treacherous tool designed to intensify the oppression of the people by the bureaucratic big bourgeoisie. A new Constitution is the goal of the bureaucratic big bourgeoisie to definitively seize political power with the support of U.S. imperialism and to crush the struggles of the people, primarily those of its organized vanguard.
Don’t Vote!! Voting means endorsing a new regime that is even more fascist, genocidal, and treasonous!! Long live the heroic struggles of the Peruvian people, masterfully led by their organized vanguard!!
